I can think of two reasons –
1. yellow is a highly visible color that can be easily seen from a distance, even in poor visibility conditions.
2. yellow is a non-regulatory color, meaning it does not have a specific meaning or instruction associated with it.

But I think in para 2, if you are on an easterly course (090T) and see a NORTH cardinal mark, you should alter course to the NORTH (left/port) not to starboard, unless I am mistaken.
